This can be caused by Microsoft IE / Edge having security settings which block the web-socket from opening and submitting the data.
Try one of the following solutions:
1. Open Internet Explorer, select the Tools button , and then select Internet options.
2. Select the Security tab
3. Customize your security zone settings in these ways
4. Select Apply then Close
You'll need to restart your PC before this setting takes effect.
